IXWebhosting has many pros as you mention, but lately I have read a lot of negative reviews. It is better to consider value, not price and savings.

ixwebhosting is one of the strong brand.. off-cource we are having good experience with them so far. Monthly service uptime is greate for all 5 ix hosting accounts that we own.
